The story follows Valvatorez, a former tyrant turned Prinny instructor in the Hades netherworld who makes a solemn vow never to drink human blood until he fulfills a promise to a young girl. When corrupt higher-ups in the Corrupt Government threaten to eradicate all Prinnies, Valvatorez launches a full-scale political revolution, uniting an eccentric crew of rebels, vampires, werewolves, and angels.
